2 The most recent news out of South Africa comes on the tail of years of research and debate about legalization in the region, followed by months of neglect and delay on the government’s part for making a decision. The National Gambling Amendment bill made it through the legislative process more than a year ago, only to come head to head with fierce opposition that forced lawmakers to back down to doing… well, nothing since then. A commission was set up to review it all over again, though little has come out of that. According to most reports, it is believed that the Gambling Review Commission has completed their task of going over every pro and con once again. One senior official willing to speak on the condition of anonymity said that the Commission had completed their collection of data, and that a summary should have been published by the end of August – a due date that has come and gone. Now, they expect the findings to be published by the end of this month, September, though no indicators have been received that that will happen, either. If (and it’s a big IF) legalization would end up being the recommendation (again) and the government would actually do something about it this time, it would be one of the world’s most strictly regulated markets on the planet, with no more than 10 licenses expected to be distributed. The bill in limbo laid out regulations and limitations on player protection standards, the local establishment requirements for online gambling operators as well as financial transaction processors, and provisioned for mandatory responsible gambling precautions. For now, Piggs Peak and their operators at Casino Enterprises will continue to fight the decision, saying in one court ruling that they find the finding to be ‘totally incorrect,’ maintaining their stance that online gambling begins wherever the server is located hosting the games, and in their case, that would be neighboring Swaziland. "We have always been of the opinion that online gambling activities start where the punter is seated and conclude where the server is based,” their post concluded. |
