When is Governor Steve Beshear’s term up as head of Kentucky? Honestly, after months and millions of dollars spent, his seizure attempt against 141 domain names belonging to offshore online casinos has been all but lost and now the political nightmare has delved into a new project to exacerbate the headaches he has already inflicted upon the internet gambling community in an attempt to tax his residents for gambling online.

Though the bill has yet to be passed into law, but has already seen an easy passage through the state’s House of Representatives, forewarning gamblers in the state that luck might not be on their side this year. The proposal is worded extremely carefully, no doubt appealing to Beshear’s way of thinking, as the bill takes advantage in multiple way of nuances and miniscule loopholes. As the Unlawful Internet Gambling Enforcement Act continues to banish traditional internet casinos, the only sort of online gambling still ok in the US are horse races, lotteries and fantasy sports – the exact and only markets targeted by Beshear’s bill.

Titled House Bill 368, the bill will now make its sad way to the Senate, under the care and guidance of sponsor Larry Clark, a Democrat. It suggests that 0.5 of a percent be paid on advance deposit wagers made by any resident of Kentucky, via the internet or telephone services. The House was able to agree and approve 85 votes to 8. This particular bill is getting far more support than a similar design by Clark last year, which would have imposed a 3.5 percent tax.

The levy is small enough that many punters won’t mind, but the flip side is that it would only raise about $400,000 – begging the question of how long until legislation decides simply to increase the percentage on the law-to-be? Income generated by the new tax would be equally distributed between the Kentucky Horse Racing Commission, the government, and the track running.
