As more and more local and regional police are delving deeper into their investigations of illegal gambling, the numbers of raids and seizures from small, private affairs to grand schemes of gambling scams are increasing at an alarming rate. The intense scrutiny on the wants of gamblers and the execution of gaming establishments, be they within or without the lines of the law, has forced more creative solutions for illegal gambling outlets, not the least of which always seem to turn up in Southeast Asia.

This week’s report comes from Hanoi, where two Vietnamese men were arrested for their owning/management of gambling cruises. Apparently, the authorities claim that the Hanoi nationals, listed as Nguyen Van Dinh and Nguyen Trieu Duc, were running gambling cruises back and forth across the body of water that separates Cambodia from Vietnam. Both Van Dinh and Trieu Duc were arrested by representatives of the Ministry of Public Security’s Criminal Police Department, and were formally charged for breaking laws by organizing the cruises.

Available sources say that the men would book ships with as many as 50 to 60 people depending, to travel the course- setting sail from the northern province of Quang Ninh in Vietnam and travel the coast just off shore in international waters to Cambodia, where their passengers could stay aboard for the return trip, or disembark. The gambling cruises included a variety of casino dice and card games to entertain the passengers, as well as cushion the Nguyens’ profits. The ingenuity of the illegal gambling scheme will require further investigation from the authorities.
