The casino is the first step in compliance with the new laws, limiting betting in four remote areas, made law in July of last year. A meager 500 people showed up for the opening, said the Tass news, but only a fifth of them stayed long enough to place any bets in any of the casino’s 200 slot machines, or play at one of the ten tables. In spite of the poor showing, the owners of the establishment continued to insist on their enthusiasm, and even revealing their plans to build a four-star hotel on site in Azov City, the governmental district set aside for gambling. "There's a lot of gambling people here in the region,” said Valery Saparin, marketing director for casino operator Royal Time. "We hope that a lot of people will be drawn to us in the near future." The casino’s opening ceremony included official permission granted by the government to operate casino games, presented courtesy of the Royal Time president Rashid Taimasov. The three other betting zones in Russia are the Kaliningrad exclave on the Baltic Sea, the Altai region of Siberia and the Primorsky region of Russia's Far East.
