Hawaiian Bill Passes Committee

The state of Hawaii is one step closer to getting some regulation in place for the introduction of gambling onto the islands as the gambling bill recently reported on by the online casino community has been approved by the House Judiciary Committee. Drafted by Hawaiian Senator Jon Riki Karamatsu, Bill 2759 would establish an gambling commission for the state, the necessary body to allow casinos to set up shop in paradise. Licensing would become available for all the Hawaiian Home Lands, reported an article in the Honolulu Advertiser, saying also that the bill has managed to pass two of three votes needed to put it up for a general vote.

The desire to legalize gambling in Hawaii is a story heard more frequently recently as more American governments look for ways to generate taxes for the budget without raising individual levy rates. According to Representative Karamatsu, that’s exactly the motive behind his proposal, as gambling would not only increase taxes for the government but would help encourage the hospitality and tourism markets as well.

The number one opponent for the bill comes from Hawaiian Homes Commission chairman Kaulana Park. Park isn’t alone, as a number of other concerned parties expressed their adamant concerns, including prosecutor for Honolulu, Peter Carlisle. Mele Carroll, who was one of the key drafters of the bill, has managed to defend most attacks admirably, pointing out with cool logic that the funds would be mostly attributed to benefit the Department of Hawaiian Home Lands. The bill designates that profits from new found gambling entities would be divided up as follows: 80 percent to the DHHL, while the government would only get 20 percent.

Karamatsu’s bill isn’t the only proposal putting forth gambling as a solution to economic difficulties, either, as others have been drafted to legalize slots, video games, state-sponsored scratch cards and even a lottery. None of the other plans have even made it to Committee, however, causing the internet gambling community to severely doubt that they’ll make it out of the Senate.
