The recent announcement that the very small nation of Estonia would be joining the online gambling industry is followed this week with additional details in regards to the regulatory system that the government intends to establish on the island. According to most reports, the government is leaning towards a nationalistic model of internet gambling, that will be set up for favor not only the legalization of online casinos, but will encourage the companies interested in licensing to set up in house. The Baltic Reports made a comprehensive review of the new laws in their most recent publication. According to the review, the online gambling market prior to this year had been a ‘free-for-all,’ but the new changes to legislation will require internet casinos applying for licensing through Estonia to be hosted on servers within state borders. Prior to the change, the online gambling sites were not allowed to be hosted on these same servers, but were able to be accessed by online gamblers. The new law also mandates that sites requesting a license pay a five percent sales tax, which excludes all player winnings. Despite the new levy, the Estonian tax is still one of the lowest in all of Europe, said a spokesperson for the Ministry of Finance, Annika Vilu. The rate came as one of the more difficult decisions, following a number of heated discussions on how Estonia wanted to be viewed in the online gambling world. “There are countries with smaller tax rates, such as Malta and Gibraltar with 3 percent, but we don’t want to have a reputation of a tax paradise,” said Tonis Ruutel, the executive director for the Estonian Association of Gambling Operations. The new regulations also provide that any online casinos attempting to gain business from the nation without proper licensing will be blocked through their ISP addresses. Measures in regards to licensing, taxation, and anti-problem and underage gambling must first be met before access will be granted. The final stipulation does come with the complication of the reality being that ISP blockage has yet to be very successful in any other country. |
