California is one state that has a constant stream of news stories erupting from it, with this week’s update in relation to the developing fight between the tribal casino interests and the probability of legalization for online gambling in the region, whether it result from the eventual overturning of the Unlawful Internet Gambling Enforcement Act on a federal level, or the establishment of an in-state program to address the markets needs. California, not ironically, is also one of the states in the most need for additional tax funds, and therefore more desperate than some to find a way, any way, to bring in more money for the government.

But the California Tribal Business Alliance has little empathy for that circumstance, as they gear up to battle the legalization of poker within California. The Alliance is declaring that doing so would severely undermine the business potential for tribal casinos located in the region, taking business away from live casinos to grow the online gambling market. Their latest weapon comes in the form of an independent study refuting the potential revenues advertised with legalization, and claims that the benefits to taxes would not outweigh the losses suffered by land-casinos.

The study in question comes to the scene courtesy of Mike Genest, the former director for the state’s Department of Finance. His letter, totaling seven pages, disagrees that the legalization of online poker could result in a end-all solution to the state’s budgetary problems, admitting that although revenue could go up by $50 million annually, no substantial increases would be seen in personal income, and therefore the taxes from residents would be changed hardly at all. The Chairwoman for the California Tribal Business Alliance, Leslie Lohse, agreed, saying, “The proponents of this proposal to legalise internet poker in California are touting it as a major solution to our state's budget crisis. It was important to bring in a neutral third party to analyse the viability of this proposal as a revenue resource. I think the results clearly show the state needs to research some more feasible solutions."
