Ukraine Moves to Banish Gambling to Outskirts

The latest country to inflict upon its residents a ban on online gambling will be most likely the independent nation of Ukraine, as a new draft bill to make it to their government will establish just such a prohibition. The move isn’t actually anything new, as the government attempted to follow in the draconian path established by Russia, issuing their own Law on Prohibition of Gambling Business in June of 2009. But the measure’s incredible lack of success has brought the attention of the government back to the matter, as their issue yet another attempt, this time establishing special gambling areas within the country, once again following Russia’s lead.

The new law must be completed and ready for review in the next three months, legally establishing the parameters needed to establish the Special Gambling Zones. So far, the versions of the proposal have been sent back for amendments and changes, further complicated with the government’s political elections. For now, gambling in its entirety is still banned in the whole of the country – technically – though the prohibition has effectively done little more than create a very lucrative black market.

Nonetheless, the Verhovna Rada, Ukraine’s government, continues to insist upon their plan of action. According to a recent update provided by the legal firm Vasil Kisil & Partners, it was the presidential election itself that played a big part in the “improvements,” if one could call it that, in moving from total prohibition to gambling areas. It seems silly to most of the rest of the online gambling world, however, as the Special Zones are not expected to be any more successful in Ukraine as they have(n’t) been in Russia.

And just like Russia, five special gambling zones are set to be opened on the outskirts of the nation, keeping well and safely away from any concentrations of the populations. The territories assigned to host the zones are as follows: Bukovel, Truskavets, Morshyn, Mukacheve and Slavske. All business must be regulated, licensed and run through the National Gambling Organizer, an organization that will serve as both licensor and regulator despite the spaces between the zones.
