Under the legislative demand that casinos in major Russian cities close their doors and move to more rural areas in the nation, more than a thousand land-based casinos have shut down over the last 18 months. The news that organizations varying from museums, art galleries and non-profit organizations to retail store fronts, libraries and clinics comes from the Russian information source RIA Novosti. The information was provided to Novosti by a government official who claimed the closures were a direct a specific result of the new law. From that side, the measure had been a huge success. The legislation was passed on the fear of gambling addictions for Russian residents; lawmakers hope that moving the gambling establishments to more rural areas will discourage citizens from traveling the necessary distances to bet, and therefore curbing some addictions. The measure was approved by the national Parliament, and signed off by Vladimir Putin, who was President at the time. Casinos were asked to have their doors closed and businesses moved by July of 2009. In their place, have sprung up a wide variety of replacements. After July next year, land-based casinos will only be permitted and licensed in the low income regions of Siberia, Altai Territory, southern Russia, the Primoriye region to the far east and Baltic exclave Kaliningrad. The Russian government says it will serve not only to diminish issues with gambling addictions, nut also bring new income to the poorer areas. What they haven't accounted for is the change in tax payments for all the profits made in large cities. This loss of billions is the main item of contention for protesters. They also predict there will be a significant rise in illegal gambling, to satisfy the needs not met by online casinos. Though the closing of casinos has gone well over the last year and a half, the rebuilding in the new regions has not. Investors have been difficult to find for the development in the remote areas, especially as more fall victim to the global financial crisis. |
