John Pappas himself seemed fine, if a little tentative with the explanation, saying, “But until the language is out of the bill, we're a little gun-shy to say we achieved victory." Ironically, Barney Frank, the author of the legalization of online gambling bill, currently in committee on a federal level is a Democrat out of Massachusetts. The bill would see not only the exclusion of the online gambling clause, but a few other changes as well, as debate continued for more than 11 hours in the state’s House of Representatives. The Republican newspaper expected a vote to be turned in by Wednesday, an estimation that turned out to be right on the money.

The original bill asks for two things: permission to build and operate two casinos, both of which will be under commercial control (as opposed to tribal), and the installation of slot machines at existing horse and dog tracks in the state. Some of the amendments were introduced to try to gain guarantees as to where the casinos would be located (representatives wanted them in their regions) while still others looked to place maximums on the losses a player could sustain in one day. One stated that public health officials would be notified if a player gambles for more than 12 hours. They were all defeated.

One of the few amendments that was approved revolved around the regulation of the gaming. A requirement was made that payback statistics on all slot machines be posted, informing players of how much money will be returned through winnings back to players over the long haul. Similar payback details are standard operating procedure, even in online casinos. The amendment also that casino parking lots will be regularly checked for children and infants left in cars, and that emergency and criminal procedures must be developed with the cooperation of local police.
